Yes they are as long as care and consideration is shown whilst installing the device then you should have no safety problems
Will Any of your Modification Kits Damage My Machine
Poor installation or lack of the necessary skills or equipment to install a modification can and have in the past damaged many machines. Please ensure you are proficent enough with the correct equipment before attempting a modchip install.
I heard modifications ruin game console lasers. Is this true?
No this is untrue. Poor quality media burnt at high speeds can and will place unnecessary strain upon a consoles lasers and lead to a premature end of its operational life. Ensure you only use decent quality branded media burnt at low speeds ( 4x for CDR and 1x for DVD-R) to avoid any problems. Lasers are also static sensitive so the necessary precautions should be taken (wrist band and GND points etc) whilst installing a modchip device.
Are console modifications legal?
You are advised to seek professional advice regarding the answer to this question as Laws vary greatly from country to country.
